Harvey was born on the family farm on July 4, 1933, to parents Gordon and Sara Fraser. He grew up in the Oakland district and attended Oakland and Rob Roy schools. At the age of 18 he assumed control of the family farm and worked the land for many years. During the winter months Harvey drove bus for Webb Bus Lines. He was later employed by MacDonald Airport in the role of fire fighter – upon closure of that base he transferred to Southport Airbase where he worked at Harold Edwards school. When the school closed at the base he moved to work at the Base Commander building and it was from that position that he decided to retire.

During his lifetime Harvey enjoyed playing ball with the Oakland Oaks and Portage Red Sox ball teams, curling, golfing, camping and travelling. Harvey and Sheila especially enjoyed their travels across Canada and up into the Northwest Territories and Alaska. They travelled to Cuba, Mexico, the Dominican Republic, Jamaica and Hawaii. Harvey was a self - taught carpenter and completed many renovations and projects over his lifetime. Music played a very important part in his life, and he played both guitar and the violin. There were many camping trips that Harvey entertained around the campfire.
